This error indicates that the quantity is sufficient, but it is split accross multiple locations.
According to Shopify, they do not allow splitting one line item to multiple locations.

Track inventory separately for each location. Each location's inventory is independent and can't be shared or pooled with other locations.
If required, then assign a line item to a location that has enough inventory, but don't split line items between locations.
To resolve such cases, please move the stock items to one location on the Shopify product page. Then, go to Salestio > Orders, locate the order in question and click View to open the Order details page. Click the Export button from the top right block of the page. It will push the order to Shopify.
